How to Build a Solar Bottle Bulb

Sometimes ideas and needs are very different between the emerging economies and the western world. A liter of light is simply a plastic bottle (say liter-sized) with a drop of bleach to prevent algae growth and then capped (black is best).
The bottle is then inserted into a hole cut into the roof (top is pointed toward the sun) and the room now has the equivalent of a 40 watt light bulb when the sun is shining. Of course, the bottle needs a ring of polyester sealant to bond to the roof to make the liter light rain-proof.
It is expected to be in a million homes by early next year. The liter light was invented by Brazilian mechanic Alfredo Moser in 2002. He describes it as, "It's a divine light. God gave the sun to everyone and light is for everyone." The BBC tells that he only makes a few dollars installing the lights in neighborhood houses and despite the widespread world-wide adoption, he only has a 1974 automobile.
There is a vast gulf isn't there?
